THE EUROPEAN LOTTERIES HELSINKI RESOLUTION 2011 Preamble Recalling the fundamental principles expressed during the General Assemblies of Istanbul and Barcelona: subsidiarity, solidarity, precaution and integrity; Reaffirming the EL members objectives in order to fight against money laundering, match fixing and all other forms of corruption within the sport sector; Reaffirming that the fight against all forms of corruption and development of strong rules regarding the integrity of sports is of the highest importance and desiring therefore to contribute to the dialogue between the regulators and the sport sector by adopting the following common regulatory principles; Affirms that the growth of the corruption as well as match fixing and money laundering practices within the sport sector are inadmissible and must be struggled against; Affirms that the EL Members need to maintain a common framework of actions in order to improve the security within the sector, as well as to eliminate all forms of corruption; Commits to the insurance and the improvement of the integrity of sport; Commits to the standardisation of the ethical values and rules existing today; Commits to the fight against sport betting risks by adapting the existing code of conduct as follows in order to establish:
